Koinobori
Koinobori （鯉のぼり） is an object for celebrating boys on every May 5th called "Kodomo no hi (means Children's day - こどもの日 )"
Well, it supporse to "swim" in the air more bravely like flags though, it wasn't so windy day.
These are errrr... carps (koi - 鯉 )
